Phase II – Subsurface Investigation

BBG completes Phase II Subsurface Investigation to confirm or refute the existence of contamination at a property and to quantify the extent of the contamination.

The scope of work for the investigation varies based on the nature of the concern and the needs of the client. Subsurface Investigation Reports include a discussion of the findings of investigation, conclusions, recommendations and, as necessary, remediation cost estimates.

Based on Phase II results, BBG can design an appropriate and effective remediation scope of work to meet client specific goals, as well as regulatory requirements, and provide field series and/or project oversight through successful project completion. Detailed reporting of remediation procedures, sampling and analysis results, conclusions and recommendations are provided in order to meet client needs and regulatory standards.

When are Phase II reports needed?

  • Phase II’s are needed to help the prospective buyer make informed decisions about purchasing the property and/or to help support their purchase price negotiations when a Phase I ESA identifies a REC.
  • Phase II’s are often required to fulfill the lenders/banks internal due diligence requirement and to help craft their loan terms based on the condition of the asset
  • For a redevelopment project, property owners may choose to conduct a Phase II in an effort to determine what contaminants and/or extent of contaminants encountered during redevelopment.
  • Property owner or lender wishes to satisfy state requirements in an effort to “close” open or pre-existing environmental concerns.

Services offered by BBG (list all for service line):

  • Limited Phase II ESA – Soil, GW, and/or Soil Vapor investigation
  • Supplemental Phase II Investigation – Expanded scope to confirm source/extent of previously detected contamination
  • Geophysical Survey Investigation – In Ground Penetrating Radar (GPR) to determine presence of underground storage tanks (USTs), or other subsurface features,
  • Well Sampling
  • Third-Party/ Peer Review – Review of other firms report to confirm conclusions are sound, and the report follows industry standard
  • Opinion of Probable Cost (OPC) – Provide opinion of costs for potential remediation and/or required additional environmental actions
  • Baseline Environmental Assessment (BEA) (Michigan requirement only)
  • Readdress/Reliance of Report

Paul Stellato

Subsurface Investigation

Paul Stellato provides technical leadership for BBG’s Phase II Subsurface Investigations Group which is responsible for providing the oversight and development of site investigations, subsurface inspections, and assessment services.  Mr. Stellato has more than 17 years of experience in the environmental and due diligence consulting industry, conducting Phase II Environmental Site Assessments (ESAs) for a wide range of national and local clients including banks, agency lenders, property developers, law firms, and property owners. Mr. Stellato has conducted or reviewed thousands of Phase II ESAs at sites across the country.  The properties he has evaluated have included commercial retail, industrial, and multifamily residential facilities.  Based on his experience and education, he meets the definition of an Environmental Professional as defined in §312.10 of 40 CFR 312.  

Mr. Stellato’s technical experience includes a wide variety of geologic and hydrogeologic aspects of subsurface investigations.  In addition to conducting a multitude of Phase II Assessments, Mr. Stellato has performed numerous soil and groundwater remedial investigations, monitoring well installations, UST removals, geophysical surveys, and vapor assessment and mitigation projects, working both within the private sector and alongside governmental regulatory agencies.   His broad experience allows him the ability to manage a wide assortment of responsibilities, relying on his strong communication, organization, and problem-solving skills.
