Lead-Based Paint Services

Lead is a highly toxic metal that may cause damage to the brain and other vital organs, like the kidneys, nerves, and blood. Young children are especially vulnerable to lead poisoning. 

In 1992, HUD, EPA, OSHA, and CDC jointly issued regulations and guidelines for evaluating and controlling lead-based paint hazards in housing at the direction of the Congress in Title X. 

The BBG assessment team offers comprehensive lead-based paint inspections, risk assessment and clearance services that meet federal requirements. 

Lead-based paint inspections are conducted to HUD standards to identify the presence of lead in paint in pre-1978, child occupied facilities which includes homes, apartments, or daycare centers. This is a surface-by-surface analysis of the unit completed through the use of a hand held XRF spectrum analyzer. This provides a non-intrusive way to evaluate the painted or coated surfaces without causing damage. The reports indicate if lead-based paint is present and in which locations. 

Lead risk assessments are conducted to HUD standards to evaluate the risk of lead-based paint and dust containing lead for building occupants. The condition of the lead-based paint present is tested by collecting surface wipe samples from windows and floors to look for the presence of lead dust on surfaces, and by collecting of soil samples from around the building’s foundation and in children’s play areas to assess if lead in soil is a concern at the site. The report evaluates all of the sources of lead from within and provides recommendations to reduce the risk of lead through cleaning, maintenance, repair, replacement or abatement. 

Lead-clearance services are provided upon the completion of lead-reduction activities. A visual inspection is completed to verify that no visible dust or paint chips are present and surface wipe samples are collected to verify work area cleanliness as compared to the HUD standard. 

Lead-in-water sampling is also available to verify if drinking water is affected by lead in the plumbing pipes or solder joints

Mr. Brian Meyer has over 20 years of experience in the environmental health and real estate due diligence consulting industry, serving clients by managing a wide variety of projects at industrial, commercial, state and local government entities, schools and multifamily housing throughout the United States.  He has designed, conducted, and managed Asbestos, Lead, Radon, and Indoor Air Quality surveys, investigations, and remediation projects. He provides guidance to his clients including regulatory compliance, training and development of recommendations for the protection of employees, building occupants and the environment.

Mr. Meyer has completed asbestos survey projects on sites from large regional hospital campuses of over a million square feet to university campuses, large metropolitan school districts, paper mills, foundries, commercial buildings, and apartment complexes.  Mr. Meyer also completes asbestos abatement project designs and facility asbestos management plans.  His background also includes the completion and management of lead based paint inspections and risk assessments of single family residences through federal grants to multifamily housing complexes seeking HUD funding.  Mr. Meyer also provides indoor air quality consulting to national employers seeking to provide a safe working environment for their employees. Concerns ranging from moisture intrusion, mold, bacteria, formaldehyde, volatile organic compounds, radon, water quality, noise, and light.

Mr. Meyer has been responsible for the scheduling of staff-level employees and subcontractors, training and management of personnel conducting Phase I Environmental Site Assessments and Property Condition Assessments for over 14 years on over one-hundred thousand projects.  This includes recruiting of talent, managing subcontractors and implementing quality control measures.

Mr. Meyer has performed phase I environmental site assessments and property condition assessments on all types of commercial properties including but not limited to mobile home communities, multifamily complexes, skilled nursing / assisted living facilities, low rise commercial buildings, retail properties, and industrial facilities.
